Opens the Halve Element tool settings window which is used to split elements with a minimum number of vertices into two halves across their central x-axes. PostScript cannot handle shapes with more than 1450 vertices. Shapes this large can cause the refresh rate of MicroStation to be very slow, especially with filled shapes.
